Guidelines for the Admission of Students with Criminal Histories

The Judicial Review Committee is a standing committee of Arkansas State University-Beebe. The members of the committee are appointed by the Chancellor.


Procedure: Applications from students with criminal histories must be received in the Admissions Office at least 45 days before the beginning of the semester for which they are applying in order for a proper investigation to occur. 


  • Upon receipt of an application with the "yes" box checked for convictions, the Admissions staff places the application on hold pending further review.
  • A letter requesting specifics of the criminal history is sent to the applicant while a member of the University Police gathers additional documentation.
  • Additional information that must be submitted or acquired before consideration by the committee includes:
  • Copy of the arrest report(s)
  • Court documents concerning the criminal history
  • Guidelines for the probation or parole
  • Name and telephone number of the probation or parole officer
  • Documentation of successful completion of rehabilitation classes or instruction
  • Work history and employment references
  • Upon receipt of the requested documents, the committee will review the documentation and decide on the applicant's eligibility. Only complete application packages will be reviewed. 
  • The decision of the committee will be based on the following:
  • Age of the applicant at the time which the act was committed
  • Circumstances surrounding the act
  • Length of time since the act
  • Whether or not the applicant poses a threat to the safety of persons or property in the university community
  • Subsequent work or credit history
  • Employment references
  • Applicant's compliance with all court orders regarding their conviction
  • Other evidence demonstrating that the applicant does not pose a threat to the safety of persons or property in the university community

Applicants will be informed of the committee's decision in writing. 


The decision of the Judicial Review Committee is final.

Important Information

  • The decision of the Judicial Review Committee is final. Applicants may not reapply for admissions in the same academic year that they were denied by the committee unless there is updated information to be considered.
  • Any applicant, who fails to list all criminal offenses on the application, is automatically denied admission. If it is later learned that an applicant falsified an application with respect to their criminal history, that student may be expelled.
  • Committee members should be able to review the documentation at least 48 hours before the meeting. 
  • Applicants may only correspond with the Chief of the University Police. 
  • All information pertaining to the committee decisions is considered confidential, personal information that can only be discussed among the committee members. Any other person seeking such information must do so through the Chief of the University Police.
  • Students approved by the Judicial Review Committee are prohibited from living in the residence halls.
