Public procurement officials are being tasked with managing increasingly complex procurement and contracting projects across the State of Arkansas. The lack of formal education opportunities in this area of public procurement has created a challenge. This certificate of proficiency was developed to meet their needs and to provide the necessary education for individuals in public procurement. The Arkansas Office of State Procurement (OSP) and the National Association of State Procurement Officials (NASPO) are committed to improving the profession.
Effective January 1, 2014, the Universal Public Procurement Certification Council (UPPCC) has required an associate degree with procurement-related course work to apply for the Certified Professional Public Buyer distinction. For those individuals with an associate degree, the course work in the Certificate of Proficiency in Public Procurement will fulfill this requirement.
